2016 NCISL Invitational Soccer Tournament

1. The NCISL tournament is only open to recreational adult teams.

2. Teams traveling outside the EODSA District must provide an approved Travel Permit from their District

3. All players taking part in the tournament must be registered with their club for the current season, and be registered with the Ontario Soccer Association. Each Coach must bring player ID cards to each game. Teams may borrow up to 3 players from other recreational clubs as long as they have a Temporary Eligibility Permit from the EODSA.

4. Each player must provide the appropriate registration document or that player will not be eligible to participate in the tournament. 

5. Each team may dress a maximum of 18 players with a maximum roster of 25 players.

6. Each team must provide a game sheet to the referee before each game. Game sheets will be emailed to you. Coaches are asked to make 5 copies of the game sheet for the tournament. 

7. Each team must provide a game ball. Corner flags and goal nets will only be required if asked for by the tournament organizer. 

8. All games shall be played in accordance with the Laws of the Game observed by the O.S.A. and the C.S.A with the following exceptions

i. Each game will be 40 minutes long, i.e. two 20 minute halves. 

ii. Substitutions may only be made when a player is injured, on a goal kick, on teams own throw in, at half time or immediately after a goal has been scored. When a team substitutes on their own throw in their opponents may also substitute.

iii. Game duration – teams will not exceed 180 minutes per day.  There will be a minimum of 1 hour between each game played by any team.

9. All games will start on time. If a team does not have 7 players at kick off time they will default the game 4-0. If neither team has 7 players at kick off time they will both be awarded 4-0 loses.

10. The tournament will consist of four divisions.

i. Men`s A, B and C Division, where A is the most competitive division and C the least

ii. Women division

The NCISL reserve the right to place any men`s team in any Men`s Division

11. For all round robin games played, 3 points will be awarded for a win, 1 point for a tie. No points will be awarded for a loss. 

12. Positions in each group will be decided as follows:

i. The total number of points, if still tied then

ii. Goal difference, if still tied then

iii. Goals scored, if still tied then

iv. Record against tied team, if still tied then 

v. A coin toss. 

13. All teams will play one play off game. 

Men’s `A` Division 
All teams will be ranked 1st through 6th. Play offs will be as follows

1st -v- 2nd
3rd -v- 4th
5th -v- 6th

Men’s `B` and Women's Division
Plays offs will be as follows

1st Group 1 -v- 1st Group 2
2nd Group 1 -v- 2nd Group 2
3rd Group 1 -v- 3rd Group 2
4th Group 1 -v- 4th Group 2

14. In all playoff games, if at the end of normal time the scores are still level then a penalty shoot out will proceed under normal FIFA rules to decide the winner. 

15. Discipline incidents (i.e. cautions & dismissals) will be handled immediately following the game by the NCISL Field Marshall appointed to your field. All cautions and dismissals will be reviewed under the Discipline By Review (D.B.R.) Process in accordance with the Ontario Soccer Association Policies & Procedures. Mandatory minimum penalties, as established in the Ontario Soccer Association`s Table of Standard Penalties will be applicable.

Decisions rendered under the D.B.R. Process cannot be appealed. Any suspension that is issued under the D.B.R. Process will also result in a $25 fine against the player. This fine must be paid to the NCISL no later than 30 days following the Tournament. Failure to pay the fine within 30 days will result in the issue being raised to the EODSA.

Any misconduct directed at the game official will be forwarded to the EODSA for action.

Players may request to have their discipline handled with Discipline by Hearing (D.B.H) process if they pay the NCISL a $50 hearing fee.

16. No game protests will be accepted in this tournament concerning field conditions/issues and referee decisions.  A protest based on player eligibility maybe brought forward to the field marshal PRIOR to kick off along with a $50 protest fee.  The tournament committee will make a decision based on facts provided and discovered and written results will be submitted to the team within a reasonable amount of time.  No appeals will be entertained on the results of a protest.  

17. A player may only play in the Tournament for 1 team. If a team is found to be playing a player who has already played for another team in the tournament they will default the game 4-0. Further discipline action may be taken against the player and the team.

18. Any team withdrawing from the tournament must advise the NCISL before the schedule has been published. Any team, failing to do so, will forfeit their entry fee and may be barred for any further NCISL tournaments.

Teams who withdraw prior to the tournament schedule being posted will be entitled to a 50% refund of their entry fee.

Teams failing to attend once the schedule has been published or defaults any game within the tournament will be fined $200.

19. If the tournament is cancelled for any reason, a full refund will be issued to all teams who have paid in full at the time of cancellation.
