1.  The NCISL tournament is only open to recreational adult teams.

2. All players taking part in the tournament must be registered with their club for the current season, and be registered with the Ontario Soccer Association. Each Coach must bring player ID cards to each game. Teams may borrow up to 3 players from other recreational clubs as long as they have a Temporary Registration permit from the EODSA.

3. Each player must provide the appropriate registration document or that player will not be allowed to participate in the tournament.

4.  Each team may dress a maximum of 25 players.

5. Each team must provide a game sheet to the referee before each game. Game sheets will be available on the NCISL web site. Coaches are asked to download 6 copies of the game sheet for the tournament.

6. Each team must provide a game ball. Corner flags and goal nets will only be required if asked for by the tournament organizer.

7.  All games shall be played in accordance with the Laws of the Game observed by the O.S.A. and the C.S.A with the following exceptions

  i. Each game will be 50 minutes long, i.e. two 25 minute halves.

 
ii. Substitutions may only be made when a player is injured, on a goal kick, at half time or immediately after a goal has been scored.

8. All games will start on time. If a team does not have 7 players at kick off time they will default the game 4-0. If neither team has 7 players at kick off time they will both be awarded 4-0 loses.

9. The tournament will consist of four divisions.

                i. Men`s A Division is the most competitive division

                ii. Men`s B Division is more recreational that the A Division, but more competitive than the C Division

                iii. Men`s C Division is the most recreational division

iv. Women`s Division is for Women`s recreational teams only

The NCISL reserve the right to place any men`s team in any Men`s Division

10. For all games played on Saturday, 3 points will be awarded for a win, 1 point for a tie. No points will be awarded for a loss. 

11. Positions in each group will be decided as follows:

                i. The total number of points, if still tied then

                ii. Goal difference, if still tied then

                iii. Goals scored, if still tied then

                iv. Record against tied team, if still tied then

  v. A coin toss.

12. The following rules will apply for the 2005 tournament with respect to how teams progress to the playoffs on Sunday.

Mens `A` Division and `C` Division
The top two teams in each group will make the play offs

Mens `B` Division
The top team in each group will make the play offs

The best 2nd place team will have a wild card and will also make the play offs

To determine the best 2nd place team the following criteria will be used

1) # of points
2) goal difference
3) goals scored
4) # of wins
5) coin toss

Women`s Division
The top team in each group will make the play offs

The team finishing 2nd in Group 2 will make the play offs

13. In all playoff games, except the final, if at the end of normal time the scores are still level then a penalty shoot out will proceed under normal FIFA rules to decide the winner.

In the finals 10 minutes extra time will be played. The first team to score in extra time will win the game.

14. Discipline incidents (i.e. cautions & dismissals) will be handled immediately following the game by the NCISL Field Marshall appointed to your field. All cautions and dismissals will be reviewed under the Discipline By Review (D.B.R.) Process in accordance with the Ontario Soccer Association Policies & Procedures.  Mandatory minimum penalties, as established in the Ontario Soccer Association`s Table of Standard Penalties will be applicable.

Decisions rendered under the D.B.R. Process cannot be appealed. Any suspension that is issued under the D.B.R. Process will also result in a $25 fine against the player. This fine must be paid to the NCISL no later than 30 days following the Tournament. Failure to pay the fine within 30 days will result in the issue being raised to the EODSA.

Any misconduct directed at the game official will be forwarded to the EODSA for action.

Players may request to have their discipline handled with Discipline by Hearing (D.B.H) process if they pay the NCISL a $50 hearing fee

15. No game protests will be accepted in this tournament.

16. A player may only play in the Tournament for 1 team. If a team is found to be playing a player who has already played for another team in the tournament they will default the game 4-0. Further discipline action may be taken against the player and the team.

17. Any team withdrawing from the tournament must advise the NCISL before the schedule has been published. Any team failing to do so will forfeit their entry fee and may be barred for any further NCISL tournaments.

Teams who withdraw prior to the tournament schedule being posted will be entitled to a 50% refund of their entry fee.

18. These rules may be subject to change prior to the tournament. Any updates can be found at the NCISL website
